N93.4bn Budget for 2017 to the House of Assembly amid drama. The budget
was tagged, “Budget of Higher Height.” The governor, who was clad in a
military camouflage while presenting the budget to the lawmakers, said
he was the Speaker of the State Assembly and that the Speaker, Kola
Oluwawole, was only holding brief for him, hence he would personally
pass the budget.
2. The Senator representing Kaduna Central District, Shehu Sani, is
not relenting over his attack on El Rufai. While condemning El-Rufai’s
action of paying herdsmen to stop killings in Southern Kaduna, he said
El-Rufai can lick anus to remain close to the leadership of the country.

their favorite.
3. President Muhammadu Buhari, Tuesday in Dakar, Senegal assured that
the activities of Boko Haram terrorists would soon come to an end. The
President who hailed the increased cooperation between Nigeria and its
neighbours in the fight against terrorism said Boko Haram insurgents
have already been decimated.
4. Report says three soldiers, two police officers and prison
official have been arrested for raping Internally Displaced Persons in
the North-East. Also arrested for the same offence were a member of
staff, Borno Ministry of Agriculture and two members of the Civilian
Joint Task Force, Borno State. The are being held for involving in
sexual exploitation and abuse of IDPs in the North-East. This was
disclosed by the Inspector-General of Police, Ibrahim Idris on Tuesday,
in Abuja.
5. The Indigenous People of Biafra, on Tuesday declared Operation
David Dance, to counter the Nigerian Army Operation Python Dance in the
South-East geopolitical zone.
In a statement in Awka, Anambra State, by IPOB’s Media and Publicity
Secretary, Emma Powerful, the group urged its members to exercise
restraint in dealing with security agents, saying God would not allow
the extermination of their members in the course of the struggle for
self actualization as they are peaceful in it.

revealed that the Nigerian Army will completely invade Sambisa forest
this week. He also stated that they will invade other locations, in
order to get rid of all Boko Haram remnants. Buratai made this known,
during the maiden bi-annual public lecture series of the Federal
University Dutsinma, Katsina.
9. The Police Service Commission, PSC, has released names of
successful applicants for recruitment into the Nigeria Police Force in
the Federal Government’s 10,000 policemen recruitment programme. In a
statement issued in Abuja on Tuesday, the commission’s Head, Press and
Public Relations, Mr Ikechukwu Ani, said that the candidates comprised
of 500 cadet Assistant Superintendents of Police (ASP), 500 cadet
Inspectors and, 7,500 constables.
10. The House of Representatives on Tuesday resolved to investigate
the death of Miss Rachael Oladepo, a corps member, at the National Youth
Service Corps (NYSC) Orientation Camp in Kano. This followed a motion
by Rep. Olufemi Fakeye (Osun-Osun) which was unanimously adopted by
members through voice vote.

EFCC arrests Akpabio’s cousin for N10m scam
The Economic and Financial Crimes
Commission has arrested Ibanga Akpabio, a cousin to former Governor
Godswill Akpabio of Akwa Ibom State for his alleged involvement in N10m
oil scam.
The EFCC said on its official Facebook page that the suspect was arrested on Tuesday in Port Harcourt, Rivers State.
Akpabio’s arrest was said to be in
connection with an allegation that he collected N10m from a potential
investor in petroleum products.
The commission added, “Specifically,
Akpabio reportedly approached the investor to invest the money as equity
in the purchase of petroleum product directly from a floating station

The President of the Senate, Dr. Abubakar Bukola Saraki has re-echoed his stance on the diversification of the nation’s source of revenue, to continue funding the budget.
Senator Saraki made this remark on Wednesday while declaring open, the second edition of the National Assembly interactive session with Civil Society Organizations (CSOs) on Nigeria’s budget.
According to him, Nigerians should “look beyond the expenditure side of the budget and pay particular attention on our revenue generating capacities and alternatives”.He, however, said despite the current economic situation of the country, government’s expenditures, especially spending on critical infrastructure, needed to be financed.
“The daunting challenge now is how best we can ensure that the budget is utilized as an effective policy tool to navigate our way out of the current economic recession”, Saraki said.
On the need to diversify the economy, the Senate President said “the obvious reality is that government can no longer depend on oil for revenues as oil prices are projected to remain lower for longer, and oil productions have been less than projected”.The Senate President acknowledged the role of the Civil Society Organizations in budget process, through social engineering and constructive engagements.

The member representing Owode-Onire constituency in the state House of Assembly where the collapsed bridge is located, Abdullahi Taiwo, informed the House of the collapsed bridge during Wednesday’s plenary.
Taiwo, who was speaking under matter of urgent public importance, said the collapsed bridge had made transportation of farm produce to llorin, the state capital difficult.
He stressed the need for urgent construction of the bridge in view of its importance for transportation of food items and passengers from Oyo state and neighbouring Republic of Benin.Members, who contributed to the debate including the House Leader, stressed the significance of the collapsed bridge constructed with corrugated iron several years ago by the military engineering corps.The Deputy Speaker, Mathew Okedare, who presided over plenary, while reading the resolution of the House, directed its Committee on Energy, Works and Transport to liaise with the Federal Ministry of of Works on the reconstruction of the bridge.
The House called on the Kwara Government to put palliative measures in place before the reconstruction by the Federal Government.

An Ikeja Magistrates’ Court on Wednesday granted an 18-year-old auto mechanic, Benjamin John, a bail of N100,000, even as he is standing trial over attempted theft of a tricycle valued at N400,000.
John, who faces a two-count charge of conspiracy and theft, however, pleaded not guilty.
The Magistrate, Mr. Y.R. Pinheiro, ordered the accused to produce two sureties in like sum, saying that such sureties must be gainfully employed and should also show evidence of a two-year tax payment to the Lagos State Government.
Earlier, the prosecutor, Sergeant Mathew Akhaluode, told the court that the accused committed the offences at about 6.55a.m. at Adoke Filling Station, Dopemu Road, on Lagos-Sango-Abeokuta Expressway on October 29, 2016.
He alleged that the accused with another now at large, attempted to steal a tricycle belonging to one Davis Oluwasegun.
“The complainant said that John and his accomplice removed his tricycle from where it was parked in front of a filling station near his house in a bid to steal it.
“When the complainant came out, he saw a boy pushing the tricycle towards the next street, he then raised the alarm for help.”
The offences contravened sections 285 and 409 of the Criminal Law of Lagos State, 2011.
The accused risks a three-year jail term if found guilty.
The magistrate adjourned the case to November 15 for trial. (NAN)

APC begs Senate to approve Buhari’s $30bn loan request
The All Progressives Congress, APC, in the South-East has urged the Senate to revisit its decision to reject the $30bn loan request by the President Muhammadu Buhari-led Federal Government.
Recall that the Senate had yesterday rejected the government’s N9.61trillion loan foreign loan request.
Reacting to the lawmakers’ decision, the Publicity Secretary of South East APC, Hyacinth Ngwu, described the Senate’s rejection as an “ill wind that would blow no one any good”In the statement made available to journalists in Enugu, Hyacinth said, “The All Progressives Congress in the South-East geo-political zone, has appealed to the members of the Senate of the Federal Republic of Nigeria to rescind their rejection of the $29.680bn loan planned for the three fiscal years of 2016-2018.
“The rejection of the request by the Senate is ill-advised and an ill wind that blows no one any good.”

Jesus’s Tomb Opened For First Time In Centuries (See Wow Photo)
Preservation experts have opened for the first time in at least two centuries what Christians believe is Jesus’s tomb inside the Church of the Holy Sepulchre in Jerusalem.Some of the historic work was witnessed by AFP photographer Gali Tibbon who captured images of the site believed to contain the rock upon which Jesus was laid in around 33 AD as it was uncovered as part of ongoing restoration at the site.
A marble slab covering the site, among the holiest in Christianity, was pulled back for three days as part of both restoration work and archaeological analysis, experts on the scene told AFP.
It was the first time the marble had been removed since at least 1810, when the last restoration work took place following a fire, and possibly earlier, said Father Samuel Aghoyan, the church’s Armenian superior.
A painting of Jesus can be seen in the narrow area above where the marble slab was removed.
Debris and material was found beneath the marble and was being further studied, Aghoyan said.
“It is moving in a sense, something we’ve been talking about so many centuries,” Aghoyan told AFP.
National Geographic has been documenting the restoration work which is being carried out by a team of Greek specialists.
It reported that “the exposure of the burial bed is giving researchers an unprecedented opportunity to study the original surface of what is considered the most sacred site in Christianity”.

“My knees are shaking a little bit,” Fred Hiebert, an archaeologist-in-residence at the National Geographic Society, said in a video on the magazine’s website during the work at the shrine.
A shrine was built in the 19th century over the site of the cave where Jesus is believed to have been buried before his resurrection, and it is visited by throngs of tourists and pilgrims each day.
Earlier this year, a major restoration project began on the site, surrounded by a structure called an edicule and located at the centre of the church in Jerusalem’s Old City, underneath its dome.
The project required the agreement of the various Christian denominations that share the church, which also contains the area where Jesus is believed to have been crucified and his body anointed.
The restoration project is expected to be completed around March 2017, in time for Easter, and the site has remained open to visitors for nearly the entire time, although the ornate edicule has been surrounded by scaffolding.
Its marble slabs have weakened over the years, caused in part by the thousands of people who visit daily.
The shrine is being painstakingly dismantled and rebuilt, the Custody of the Holy Land, which oversees Roman Catholic properties in the area, has said previously.
Broken or fragile parts are to be replaced while marble slabs that can be preserved will be cleaned, and the structure supporting them will be reinforced.
The work is being funded by the three main Christian denominations of the Holy Sepulchre — Greek Orthodox, Franciscans and Armenians — and by public and private contributions.
